JOB TITLE: Billing & Accounting Clerk
DEPARTMENT: Finance Department
GENERAL SUMMARY: The ideal candidate will possess strong communication skills, meticulous attention to detail, proficiency in accounting systems, and the ability to work independently while exercising sound judgment and a courteous demeanor. This is a TEMPORARY-TO-HIRE position located in Telford, PA. The pay rate is between $20-23/hr based on experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Gathers, interprets, and prepares data for studies, reports, recommendations, and annual reporting; coordinates activities with other departments, agencies, and external vendors.
Maintains accounts receivable and payable records for utility bills, vendor invoices, and other receipts; pursues collection of delinquent utility accounts, including preparation and mailing of final notices, shut-off and turn-on orders, establishing and monitoring payment schedules, customer follow-up, account research, preparing liens and write-offs, and appearing in court to testify on behalf of company.
Reviews, codes, and processes vendor invoices; conducts monthly reconciliations of payments against bank statements; manages numerous vendor accounts while adhering to policies; reviews and rectify invoice discrepancies; oversees processing of credit card bills.
Handles check requests, expense reports, and various payment receipts, including Utility Billing, Cash Receipts for multiple Departments
Provides support in payroll processing for seasonal workers, vendors, and officials.
Receives telephone calls, emails, and citizen visits concerning billings, services, or general financial inquiries; handles questions and matters of a technical nature; responds to citizen complaints with diplomacy and negotiation skills.
Processes work orders for utility disconnections, reconnections, new orders, and other public works service requests.
Performs public notifications for emergency response issues and fulfills right-to-know requests.
Maintains inventories, orders office supplies and materials
Performs data entry, typing, and secretarial duties utilizing computer systems and software; assists Finance Director, Administrative Secretary, and other department heads as necessary.
Performs routine secretarial tasks such as answering phones, preparing spreadsheets, and coordinating citizen requests.
JOB SPECIFICATIONS
Education/Experience/Training:
High School, Vocational School Graduate, GED, or Equivalent Diploma.
Business or Secretarial School coursework preferred.
Bachelor’s degree or higher preferred (e.g., in accounting, but not required).
Minimum of three years’ experience performing secretarial duties, with a preferred focus on accounts payable/receivable roles or general accounting settings, including organizing, reviewing, coding, and processing payments.
Equivalent combination of related education and experience.
2. Licenses, Registrations, or Certificates Required:
· PA Notary Certification or the ability to secure within the first year.
· Must complete Child Abuse, FBI Fingerprints, and Criminal Clearances
· Valid Pennsylvania Driver’s License.
